Yes, it's true. City of Angles, a Drive-by Portrait of Los Angeles is a collection of expanded columns by Al Martinez (published in 1996). Chicken Boy is mentioned several times in story number TEN (p96)--it's all about how downtown has changed.

Al later wrote a really nice column about Chicken Boy shortly before we installed him up on the roof but I couldn't find a link to it on latimes.com.
